Temporary Work (International Relations) visa (subclass 403)
About the Visa
Government Agreement stream
This visa stream allows a person to work in Australia under the terms and conditions of a bilateral agreement between the Australian Government and a government of another country.
Foreign Government Agency stream
This visa stream lets you come to Australia for specific activities. You could work in Australia employed by a foreign government as a foreign language teacher or as a representative of a foreign government agency.
Domestic Worker (Diplomatic or Consular) stream
This visa stream lets a person aged 18 years or older do temporary full-time domestic work in Australia in the household of someone who holds a Diplomatic (Temporary) visa (subclass 995).
Privileges and Immunities stream
This visa stream lets you come to Australia if you have, or expect to have, privileges and immunities under relevant legislation. You can stay in Australia on this visa while you are working as an international representative.
Pacific Australia Labour Mobility stream
This visa stream lets you come to Australia to participate in the Pacific Australia Labour Mobility (PALM) scheme

Foreign Government Agency stream
The visa costs AUD355.00 for the main applicant.
Domestic Worker (Diplomatic or Consular) stream
The visa costs AUD355.00 for the applicant.
Privileges and Immunities stream
There is no cost for this visa.
Pacific Australia Labour Mobility stream
The visa costs AUD335.00.
DURATION
Government Agreement stream
This is a temporary visa.
You can stay for the time specified in your visa grant notice, which may be up to 2 years unless your foreign government agency requests a shorter period.
Foreign Government Agency stream
This is a temporary visa. You can stay until the time specified in your visa grant notice, which may be up to 4 years (unless your employer approves a shorter period).
Domestic Worker (Diplomatic or Consular) stream
This is a temporary visa. If this is the first time you are applying for this visa, you can usually only stay for 12 months. You can reapply for this visa in Australia before your current visa expires. Usually, you can stay for the length of your employer’s posting to Australia.
Privileges and Immunities stream
This is a temporary visa. You can stay for the time specified in your visa grant letter.
You can usually stay in Australia as long as you are working as an international representative with the relevant privileges and immunities and continue to have the support of DFAT.
Pacific Australia Labour Mobility stream
This is a temporary visa.
The visa will be valid until a specified date, which may be up to 4 years.
Eligibility Requirements
Government Agreement stream
- Be engaged under the terms and conditions of a bilateral agreement between Australia or Australian state or territory government and another country
- Have the support of the signatories to the agreement
- Intend to meet the terms and conditions of the agreement
- If you are applying in Australia, you must hold, or in the last 28 days have held, a temporary substantive visa.
- Meet the health requirement
- Meet the character requirement
- Have adequate health insurance
- You must only intend to:
- Have a genuine intention to stay temporarily in Australia
- Do the work or activity you specified in your visa application
- Repay debt
- Not had a visa cancelled or an application refused
Foreign Government Agency stream
- Have a letter of support
- Support yourself and any dependants
- Work as:
- a foreign a foreign government agency representative who will not be given official status in Australia by the Department of Foreign Affairs and Trade (DFAT), or
- a foreign language teacher who will be employed by a foreign government in an Australian school
- If you are applying in Australia, you must hold or have in the last 12 months held a temporary substantive visa.

- Meet the genuine temporary stay requirement
- Repay debt
- Not had a visa cancelled or an application refused
Domestic Worker (Diplomatic or Consular) stream
- Be 18 years of age or older
- Have the support of the Department of Foreign Affairs and Trade
- Have an employment contract that meets Australian workplace laws and practices
- Be able to support yourself
- Have an interview with the DHA
- Work as a full-time domestic worker
- If you apply from in Australia, you must already hold a Temporary Work (International Relations) visa (subclass 403) in the Domestic Worker (Diplomatic or Consular Stream)
- Meet the health requirement
- Meet the character requirement
- Have adequate health insurance
- Meet the genuine temporary stay requirement
- Repay debt
- Not had a visa cancelled or an application refused
Privileges and Immunities stream
- Have, or expect to have, privileges and immunities
- Have a letter of support
- Be able to support yourself and any dependants
- Continue to be employed
- If you are applying in Australia, you must hold or, in the last 12 months, have held a temporary substantive visa
- Meet the character requirement

- Not had a visa cancelled or an application refused
Pacific Australia Labour Mobility stream
- Must be aged at least 21 years old when you apply
- You must be a citizen and resident of a specified Pacific Island country
- Be approved by DFAT
- Have a sponsor
- Meet the health requirement
- Meet the character requirement
- Meet the genuine temporary stay requirement
- Have paid back your debt to the Australian government
- Not had a visa cancelled or an application refused
What can you do with this visa?
Government Agreement stream
With this visa you can:
- Work under the terms and conditions of a bilateral agreement between the Australian Government or an Australian state or territory government
- Travel to and from Australia as many times as you want
- Apply to bring your immediate family (if permitted under the agreement, and specified in the letter of support from the Australian signatory)
Foreign Government Agency stream
With this visa you can:
- Work as an employed representative of a foreign government agency, including a foreign tourist or media burea or trade office, that operates in Australia but does not have official status here
- Work as an employed representative of a foreign diplomatic or consular mission
- Work as an employed representative of an international organisation recognised by Australia
- Work as a foreign language teacher employed by a foreign government in an Australian school
- Travel to and from Australia as many times as you want while your visa is valid
- Apply on your application to bring your immediate family
Domestic Worker (Diplomatic or Consular) stream
With this visa you can:
- Work in Australia for the time your employer is posted to Australia
- Travel to and from Australia as many times as you want while your visa is valid
- Be in or outside Australia when you apply for subsequent Domestic Worker visas
You must find your own employment while on this visa.
Replacement stream
With this visa you can:
- Stay in Australia for between 18 months to 6 years after you have finished your studies, depending on your degree
- Hong Kong and British National Overseas passport holders may stay for 5 years
- Travel, work or study in Australia during your stay
- Bring your family with you
Privileges and Immunities stream
With this visa you can:
- Work in Australia as an international representative
- Travel to and from Australia as many times as you want while your visa is valid
- Bring your immediate family
Pacific Australia Labour Mobility stream
With this visa you can:
- Work in Australia under the Pacific Australia Labour Mobility (PALM) scheme for;
- Work in Australia under the Pacific Australia Labour Mobility (PALM) scheme for;
- Up to 4 years if you are employed under a contract for long term (non-seasonal) work
- Enter Australia to participate in the PALM scheme in the position approved by DFAT
- Travel to and from Australia as many times as you need, while you hold an employment contract under the PALM scheme and your visa is valid
